E.g http://mirror.centos.org/centos-6/6/updates/x86_64/Packages/ contains procps-3.2.8-23.el6.i686.rpm, not procps-3.2.8-23.el6.x86_64.rpm.

Correction: the problem is not that procps-3.2.8-23.el6.x86_64.rpm is missing (it's in 6.3/os/x86_64/Packages/, not in updates), but that there is an i686 file in the updates/x86_64/Packages directory.
I got this error when I was trying to update:
Transaction Check Error: file /usr/share/man/man1/top.1.gz from install of procps-3.2.8-23.el6.i686 conflicts with file from package procps-3.2.8-21.el6.x86_64
A "yum ---risablerepo=updates update procps" solved my immediate problem.

The update was released on April 9th, and 6.3 was released after that. This means that the update you mentioned can now be found from http://mirror.centos.org/centos-6/6/os/x86_64/Packages/
Besides, it was a fasttrack update which end up in http://mirror.centos.org/centos-6/6/fasttrack/x86_64/Packages/ , not to updates. It's no longer in that fasttrack directory, because it has been moved to 6.3's os packages.
