Posts from non-subscribers can't send messages to the mailing list. Maybe you were not signed up when you tried to send your message the first time? Anyway, your message reached the list now.

Looks like your mirror is not fully synchronized. For example, http://mirror.spd.net.tr/centos/7.6.1810/os/ and http://mirror.spd.net.tr/centos/7.6.1810/storage/ give me a 403 Forbidden error. Try doing a full sync from some other external mirror first. A list of those external mirrors can be found from https://www.centos.org/download/mirrors/ and remember to use (at least) options -aH when rsyncing to make sure you transfer all the needed permission bits. Once your mirror is complete it can be added to the list and you will get access to rsync from msync.centos.org.

There is also a problem with your rsync:

$ rsync rsync://mirror.spd.net.tr/ rsync: failed to connect to mirror.spd.net.tr (37.123.98.138): Connection refused (111) rsync error: error in socket IO (code 10) at clientserver.c(125) [Receiver=3.1.2]

Hi, looks good now. Added, and you can now rsync from rsync://msync.centos.org/CentOS/
