Looks like your mirror is not fully synchronized. For example, http://mirror.spd.net.tr/centos/7.6.1810/os/ and http://mirror.spd.net.tr/centos/7.6.1810/storage/ give me a 403 Forbidden error. Try doing a full sync from some other external mirror first. A list of those external mirrors can be found from https://www.centos.org/download/mirrors/ and remember to use (at least) options -aH when rsyncing to make sure you transfer all the needed permission bits. Once your mirror is complete it can be added to the list and you will get access to rsync from msync.centos.org.
