I do have one question, I am not seeing the complete DVD ISO, only the cd, torrent, network and Live CD/DVD. Any solution to this?

The normal CentOS rsync target excludes the DVD images. You'll need to choose one of the mirrors that carries them and use the correct rsync target.
For example, on mirror.chpc.utah.edu, you'd use CentOS-incdvd instead of CentOS.

What kind of bandwith will you allow for the mirror? Tier 1 (OC3 or faster) Tier 2 (Slower than OC3 but faster than T1) Tier 3
