You should now (or in 15 minutes) be able to rsync directly from rsync://eu-msync.centos.org/CentOS/
There's one minor problem that might need fixing. Your mirror seems to have an IPv6 address, but the mirror server is not reachable over IPv6 from the outside:
$ curl -6 http://mirror.netweaver.uk/centos/TIME curl: (7) couldn't connect to host
Perhaps this could be fixed?
