I state my personal opinion now (I am not representing CentOS or any other mirror-provider):
CentOS contains encryption software that is illegal to use and distribute in Iran, without having a license by a government-agency of Iran. Distributing it freely on an ftp-server means you (may) get in trouble there.
CentOS contains software that is illegal to export to Iran, by all north american and EU governments. Though I do not like it, here in Germany it is also illegal to export anything to Iran.
Speaking frankly: I do not care who downloads or synchronizes from our mirror; but listing it publicly on the Mirror-page that we take part in exporting encryption software to T7-countries or places with that my country has a full export-embargo is another story. That could raise a big discussion in our company-group resulting in bad publicity for CentOS and us. I like my job and would like to keep it.
