Those are the primary timestamps which get updated periodically on the master server regardless of whether there have been changes or not.
The repomd.xml files in the repodata directories contain UNIX timestamps.
Our server in http://mirror-status.centos.org/ semmes to be 4 days old, but I have fixed the timestamps and still the same. In the other hand it is not shown in https://www.centos.org/download/mirrors/ can you please check on it.

You should not "fix the timestamps" like you seem to have done. TIME and timestamp.txt differ by six minutes, suggesting that you have edited those manually.
What you should be doing is to rsync from eu-msync.centos.org::CentOS regularly, like every six hours or so. If you are concerned that your mirror might not be up to date, running the rsync manually will fix that. TIME and timestamp.txt get downloaded from the msync nodes, you are not supposed to edit/create those yourself.
Note that http://mirror-status.centos.org/ is not updated in real time, but only whenever the mirror checker checks your mirror. This may take a few hours. The mirrors shown as old are not listed on the download page.
So: run rsync and check back in a few hours.

That looks like a firewall problem on your side, because I can reach the rsync port of those addresses just fine from various other networks. Are you perhaps restricting outbound connections to TCP port 873 (rsync)?
Please note that eu-msync.centos.org (and us-msync.c.o and msync.c.o) point to a number of different servers in a round-robin fashion, and these DNS entries may change frequently depending on various CentOS infra management requirements.
