If the mirror is down for a significant period of time, it gets removed from the list. You must not have been accessible from the server that monitors that for a while.

No - the two will be totally unrelated.
I do not know why the mirror was listed and now isnt , but suspect an errant edit of the database

That rsync doesnt seem to be working - what do you mean by ' (available on request) ' ??
I mean that due to the high load on the server we decided to drop the anonymous rsync service and instead provide it only to those who request it via email.
You may or may not agree with this policy, if you believe that this explanation is too complicated or if you want to avoid misunderstandings you can just drop the rsync URL and let us deal internally with this issue.

BTW, I forgot to say that since nobody asked rsync access for the CentOS mirror until now this particular module was not set up. That is why you get an error when accessing ftp.lug.ro::centos.
