It’s still there: http://mirror-status.centos.org/ But agreed, couldn’t find the link on the new version of centos.org.

What are those "mirrors test pages" you are referring to?
http://mirror-status.centos.org/ perhaps?
In addition to that, the list of current mirrors has moved to http://www.centos.org/download/mirrors/ . They are now on a single page, as opposed to the previous arrangement with the mirrors list spread out over five pages.
