In our Apache access logs we see thousands of requests for repomd.xml but very few rpms being downloaded:

Is this normal? mirror.bitco.co.za is confirmed up to date.

Well, that can just mean all machines actually using your mirrors are up2date, but still 'hit' the mirror on each yum operation (or just when cache expired) , so if one of those machine needs to setup package from another repository, they would still verify the centos repository , and so fetching/comparing checksums declared in that repomd.xml file (to validate that local metadata is still correct, or needs to be downloaded again)
