Is it possible you can allocate more than 5Mb bandwith? That's pretty limited for a mirror, especially when there's several other mirrors located in the country.

As already mentioned, 5Mbit/s isn't quite sufficient for running a public CentOS mirror. The dynamic IP address is also problematic, as the access control lists operate on IP addresses, not hostnames.
If you still want to help, you can contribute bandwidth by seeding CentOS torrents. Grab a suitable CentOS torrent (like CentOS-7.0-1406-x86_64-DVD.torrent) from any CentOS mirror and start your Bittorrent client.
