I'm not the one on CentOS team, Thanks a lot guys for great work you are doing!
In my book RELEASE means that everything is there. All tested, it is safe to install and use it. But after release, things will change (so the "content" is not final) till the end of system life cycle (which will be updates, and sometimes some dependencies will switch and similar).

In my first installation I have to hit "yum install" several times to make dnf get a mirror that have all packages.
Now, with dnf I cant see which mirror is using. I was proud to see that our mirror is shown when people are downloading. With centos8, I suspect that mirror url is hidden :(
