I hope that you are well. Is this correct place to ask for ftp.telus.net/pub/centos to be listed as a mirror ? If not where would be the correct place. I am currently rsync'ing the files.

This is indeed the correct place. Let us know when the rsync is done, also how often do you intend to rsync and the bandwidth available to the machine.
