It has incorrect permissions, and is much smaller than other kernel-debuginfo files.

Hi, thanks for the notice. The first kernel release for CentOS 7 was 3.10.0-123. The -121 files you spotted were only used internally during the initial build. Nobody has a need for the -121 debuginfo files because there's no matching -121 kernel available, so these files have now been removed.
