That is not one of our machines, that ip address isn't in our DNS either, so you shouldn't be getting that address at all.

This IP machine are from my public CentOS mirror... and on site have information to mirror from msync.centos.org, if you can see.. we are on public mirror of CentOS.

Yes, but if you report a failure to reach msync.centos.org, I'd need the IP address you are getting for msync.centos.org at the time of failure.

Fail to sync, not to reach... probably my server are rejected.. or something else.. but no problem.. worked with another rsync mirror.
