There is a good chance that it hasn’t dropped off, rather it was removed due to the current US sanctions imposed on Russia by the US government and other western countries.

The reason why that mirror isn't listed is that it's no longer up-to-date.

https://mirror-status.centos.org/#ru says the last sync was 1.6 days ago, and http://mirror.linux-ia64.org/centos/timestamp.txt says "Thu 3 Mar 20:12:02 UTC 2022". Make sure your mirror syncs properly and it'll show up on the list again automatically within a few hours.
