The new addresses are 201.7.184.146 and 201.7.184.178.

Actually, they are working. I checked our rsync clients again and they are fine. Sorry for the confusion.
You can remove the old addresses (201.7.180.108 and 201.7.180.109) from the access control list, since they will no longer be used.
