When i try to rsync from msync.centos.org then i got this error:
rsync -azH --delete --progress msync.centos.org::CentOS /home2/mirrors/public_html/centos/

This service is intended for the sole use of the CentOS worldwide mirror network to synchronize mirrors.
Unless you are running or intending to run a listed public CentOS mirror use a mirror listed at http://centos.org/download/mirrors
If you intend to populate a mirror for public use please read the notes at http://wiki.centos.org/HowTos/CreatePublicMirrors
If you do use this service then it is implied that you are providing a mirror for public use and giving us authority to publicise such mirror.

And you are running that rsync command from your mirror server, ie. from one of those IP addresses?
There have been cases where the outbound connections are NATed to come from some other IP address. One fairly certain way (excluding proxy setups) is to run "curl ipv4.miuku.net". It should return the IP address that the remote end sees for your connection. If this differs from 112.78.8.160/161, the whitelist may need to be amended.

Just to add that your initial mail mentioned 112.78.8.160 (and not .161) . I've now added 161 too so can you verify ?
