We've had a mirror for years now and recently started receiving the following error:

@ERROR: max connections (40) reached -- try again later rsync error: error starting client-server protocol (code 5) at main.c(1503) [receiver=3.0.6] Thu Aug 8 09:18:02 CDT 2013

We synch with msync.CentOS.org rsync service (centost5). Our script retries the Rsync three times with ten minute intervals prior to giving up. Is this an indication that the master server is overloaded?
