[Arm-dev] new aarch64 dev board "coming soon"

There's a new board coming around october-ish according to their
presentation at OPNFV summit and their website. From what I can make
out, it doesn't appear to be fully SBSA compliant, but it appears that
it *should* work with very little modification. I'm not making any
promises though until I have a chance to get hands-on with it.
