NVR and key collisions in koji, because the noarches generated from the
aarch64 builds differed from the x86_64 builds (by timestamp, dist tag,
and signature). By using the noarch packages from the x86_64 builds we
avoid this issue, but that means we needed to include the x86_64 key as
well.
