I was facing exact same issue while building rpms for aarch64. 
So for arm64 (aarch64) fix is to set proper value for UTS_MACHINE variable which is used by rpm packaging stuff.

I've tried to make the linux tar with (on bananapi): make bananapi_defconfig (getting the old one from actual kernel) make rpm but I've got some errors (don't have the log here).
