[Arm-dev] misc support for watchdog amba-pl011 cppc

   Can you please help to integrate the attached patches to
sig-altarch7-aarch64.

    This is a roll up of the following upstreamed patch for adding
miscellaneous support and fix for watchdog, amba-pl011, cppc.
   c3c1e29 : watchdog: sbsa: Set WDOG_HW_RUNNING, when watchdog is
already running.
   e05e80e : watchdog: sbsa: Use max_hw_heartbeat_ms instead of max_timeout.
   3fbfe92 : watchdog: change watchdog_need_worker logic.
   ee14288 : watchdog: Introduce WDOG_HW_RUNNING flag.
   664a392 : watchdog: Introduce hardware maximum heartbeat in watchdog core.
   fb32e9b : watchdog: Make set_timeout function optional.

   7d05587 : tty: amba-pl011: Fix spurious TX interrupts.
   5448f14 : ACPI / CPPC: Don't return on CPPC probe failure.
