[Arm-dev] xgene ethernet driver update and next gen xgene-v2 ethernet support

Hi Jim all,
   I'd like to introduce myself as Khuong Dinh from AppliedMicro.
Attached please find set of patches we would like to be included in
the next CentOS 7.3 build, in addition to the patches Phong Vo just
recently sent.
   Please help to integrate the attached patches to sig-altarch7-aarch64.
