EPEL (official one) has a comps.xml that defines such groups and so which packages are mandatory/optional for a group ID. As on our side, we just rebuild through build queues the EPEL src.rpm pkgs, and that after each successful build there is only a createrepo task that is ran, we don't point to a comps.xml that can be used for that.
