The UARTSerialBus macro in Tianocore is used to define the characteristics
of a slave
device attached to the UART bus. It should be put in Resource template of
a different Device node rather than
the UART controller node. With a rather recent commit

https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/
?id=e361d1f85855ded967bd4803e8293445a6ce301a

the visible of UARTSerialBus forces ACPI subsystem to think that the UART
controller node is a slave device node
thus fails to open the console device.
