You could ask on the Fedora-arm list where Peter Robinson (I believe he 
is part of the Fedora development with heavy presence in the arm work) 
recently explained, kind of, how F29-arm is using it.

Minimally in the wiki, how to switch from a partition swap to zram. I am 
working on learning more about it...
