[Arm-dev] install via vnc

yesterday I did a gnome image install.  I have a monitor/keybd/mouse 
that I connected, as you MUST go through the GUI setup before the serial 
console gets to the login prompt, it seems.

I then proceeded to switch to multi-user, install vncserver and get vnc 
client access going.

It would be nice if an option for headless install would support the 
remote vnc access that I once, a long time ago, used for an install.

What would it take to have this as an installation option?
