All those files are copied by the raspberrypi kernel from /usr/share/raspberrypi2-kernel/<version>/boot/overlays (https://github.com/CentOS/sig-core-AltArch/blob/master/raspberrypi2/SPECS/raspberrypi2.spec#L163) and that dir also contains the missing README.
