[Arm-dev] Centos 8 Userland + RPI 3+b

So far, the best way to use CentOS i rpi4 is using the specific image 
CentOS-Userland-7-armv7hl-RaspberryPI-Minimal-4-1908-sda.raw.xz.
If you want to help us test, there is an aarch64 image for the rpi 
available here

CentOS8 still doesn't support the rpi4 because manline kernel doesn't 
have the right bits yet, but we're working on that.
