CentOS 4 i386 dbh - Bugfix Update (Extras Only)

This CEBA is for the Extras repository only, and not for the main CentOS
repository.

The following upstream changes have been rolled into dbh:

- Bump release to fix tagging issue

- Remove hard coded dist tag (fixes bug 176471)
- Remove zero length TODO and NEWS files
- Remove static libs
- Remove .la files
