[CentOS-devel] Do not update packages without changelog please

This package (and the other perl-* released on the Oct 7th in Extras)
are requires for heartbeat-2.0.7 ... which will probably replace
heartbeat-1.2.3 in Extras sometime shortly.

I do not want people to have to use other REPOs except CentOS ones for
CentOS Extras, so CentOS Extras (when combined with Base / Updates) has
to contain all requires for all packages ... which is why the packages
were released.
