Alas, I couldn't answer my own question right away as my message hadn't yet 
gotten back to me.

The upstream source for cpan2rpm is at <http://perl.arix.com/cpan2rpm/>. 
Their FTP is refusing anonymous logins but the latest package can also be 
downloaded from CPAN and can be rebuilt with "rpmbuild -ta".
