I would reject it:

- It does note state where CentOS is involved.
- It is not clear whether the company wants to hire a person full
time, or wants to make use of consulting services.
- What prior experience is required? What qualifications?
(- How about salary/benefits?)

I think this is a good example what a job offer could look like:
