No earlier kernel-debug version was installed.  None of the other 
systems I updated required kernel-debug.

Did "yum clean all ; yum remove kernel-debug", which yum did without 
complaints or dependency issues, then ran "yum update" again and no 
updates were found.  Sounds like another yum oddity as Filipe suggested.
