The main problem I see is that sometimes packages get replaced by others.

For example. 2.1 contained wu-imap server. I think from 3 on (and 
certainly in 4, I've not actually installed 3 anywhere), wu-imap was 
dropped and now we can choose between cyrus imap and dovecot.

Similarly, wu-ftpd was dropped at some point.

When these package substitutions are made, there is no chance at all of 
the old configuration being translated into the new.

And then there's postgresql. One has to backup one's data before 
upgrading major postgresql releases and then restore into the new.
