framing responses is not free and constrains future actions

... I do not see the benefit of building the needed 
structures for safe partiticipation by untrusted 
newcomers outweighs the cost and risk to the current folks 
who depend on the project.  If someone wants to fund 6 months 
of my time, I'll take a run at it
