(note the extras/plus repos)

If you enable the non-default CentOSPlus repo, it might be reasonable to 
consider it a fork.   But, anything that can co-exist with a stock RHEL 
distro probably belongs in EPEL or one of the other repos used by RHEL 
and all clones.
