Perhaps they're still using the same version, because it still works?

While one might think "oh, that's just old stuff" perhaps one should consider that 'if it ain't broke, don't fix it' and 'if the old rev works, use it.'  IncrementVersionItis is a plague, and when an old version of a script still works just fine, you don't rev the version just to get a later date.....  Hrmph, I'm still using scripts and things in production that were originally written in 1997, and they still do the job they were written to do; why should I care if it's an old script, as long as it works.

Much of the rest is in the centos-devel archives.  You need to bootstrap yourself in how mock is being used to do this, and how it works, and then look at how a rebuild is done, from SRPMs.

To quote Po from Kung Fu Panda (one of my three and eight year olds' favorite movies at the moment) "There is no secret ingredient!"  There has been enough information crossed this list to do the job at this point.
