SuSe 9.x had this problem: the kernel SRPM's had a completely bogus build requirement that was not actually required, it was some weird SuSE internal tool of the-world-knew-not-what-use. Replacing it with a completely bogus, empty, and locally built RPM, simply to solve the dependency, worked.
