OK, then it sounds like going with separate organizations for each SIG
e.g. CentOS-Virt-SIG, CentOS-Storage-SIG, etc.? That lets the SIGs run
their own group independently, raising people to full contributor
status through usual merit channels, and keeps things channelized nicely.
