Is it really too complicated for the 'hands-on' guy to log in as root,
cd to the mount point (or click on it if you run a GUI) and execute a
command?  If they can do that, the command can be as simple as a
script that says something like 'yum localinstall list_of_packages'
with the rpms just sitting there.
