OK ... one must actually import the CentOS-7 RPM GPG key before starting the upgrade process. That is now in the docs on the wiki. BUT, just as I was going to release this, Red Hat upgraded it. So now there is a new set of packages for preupgrade-assistant and preupgrage-assistant-contents in the testing repo.
