[CentOS-devel] CentOS Atomic: json consolidation

At the Atomic SIG mtg last week, I mentioned consolidating our two
json files that contain the centos atomic host definition into one
json file. 

Here's a commit for that in my fork of the repo:

Any objections to carrying this change over to the main repo?
