I'd *not* package that as .rpm package[s], as it's more configuration
management.
If you need to have a look at custom iso/installer for that Xen
variant, why not do that at the anaconda level (which has all the
required info, like network interfaces being available/active , etc
..) and patch anaconda at "runtime" with an updates.img file ?
