[CentOS-devel] centos-release-ceph-jewel testing

We're also installing and configuring Ceph Jewel without the release
package in puppet-openstack-integration tests.

It has worked well for us so far but in limited CI context.
Admittedly, we're not using the new blue store backend, though.
