I don't see 6pm UTC (1800).  I see 1600 UTC, which if you convert it
to am/pm is 4pm UTC.

So, if you are asking can we change it from 1600 UTC to 1500 UTC, then
no, there is a conflict.  That's when the PaaS SIG meets.
