I am actively working on 7.3 ppc64le and ppc64/ppc. ppc64le is over 90% done and you will soon see some 7.3 ppc64le rpms here:

http://mirror.centos.org/altarch/7.2.1511/cr/ppc64le/Packages/

It’ll be another week or two before installable 7.3 ppc64le repos and media are ready.
