The which command is expected for rpm build environments, but it is not included in 7.2.1511 (or :latest) docker containers. This was due to a request from upstream to sync the base containers -> https://bugzilla.redhat.com/show_bug.cgi?id=1273938 I would suspect that which could (and possibly should) be added as a Requires upstream.
