[CentOS-devel] getting 7.1611 content to CI users ahead of public release

I've just kicked off the conversation around getting CR / and then
7.1611 content to the CI infra ahead of GA, so SIGs have a chance to
validate their content before GA. If you are using CI.centos.org or
