cbs add-pkg --owner "tfherbert" nfv7-dpdk-1611-candidate dpdk
cbs add-pkg --owner "tfherbert" nfv7-dpdk-1611-testing dpdk
cbs add-pkg --owner "tfherbert" nfv7-dpdk-1611-release dpdk

The default target is -candidate so you need to whitelist the pkg here too.
